It’s the worst error to make, and the worst problems to face down the road.
Most “basement ventures” in Calgary will need permits prior to the work. The following parameters comprise the City of Calgary’s official residential development guidelines (calgary.ca – updated April 2026) and identify those activities requiring permit:
- Adding new walls or spaces
- Adding new walls or rooms
- Adding or modifying electrical wiring
- Installation of new plumbing or changes to the existing plumbing &
- Designing a Legal Second Unit

Both are required, and must be obtained in order: the Building Permit can only be issued after the Development Permit is approved.
What if you don’t get permits?
City of Calgary Permissions to Permit Guidelines (March 2026) says that the City has the authority to stop or prohibit work if they believe it is not according to the guidelines, or force an inspection due to obligation and/or costs, or simply deny final approval altogether. Fines can exceed $1,000.
Unpermitted work can also have serious consequences when selling your home – deals may fall through entirely, or you may be forced to either remediate the work to meet code or accept a reduced sale price.
How much time does it usually take to get permits?
Getting permits for a finished basement typically takes 10–15 business days. However, projects that first require a Development Permit – such as legal suites – can take up to 120 days, according to Kavaleer Renovations’ 2025 Calgary Permit Guide.

Neglecting Moisture Before Construction
Calgary soil is heavy clay that expands when wet and shrinks when dry. This creates constant pressure on foundation walls and makes basements particularly vulnerable to moisture infiltration.

- Direct batt insulation against concrete without vapour barrier
- No coverage on the rim joists (where the floor meets the foundation wall)
- No insulation under basement floor slab

The fix: On foundation walls, use spray foam or rigid foam board insulation – both provide thermal resistance and act as a moisture barrier, with spray foam being the preferred choice as it also seals irregularities in older concrete walls. For the floor, a floating subfloor system is recommended, as it creates an air gap between the concrete slab and your finished floor, acting as both a thermal break and a moisture barrier. Employing Unlicensed Contractors

Not Planning the Layout for Long-Term Use
A basement renovation is a significant investment. Many homeowners finish the space quickly without thinking through how it will actually be used – and end up with a layout that doesn’t work two years later.
Common planning mistakes include:
- Putting a bathroom in a location requiring costly long-run plumbing
- Building bedrooms without egress windows (required by Alberta Building Code for any sleeping room)
- Creating too many small rooms instead of open flexible space
- Forgetting minimum ceiling height (minimum Alberta code for habitable rooms is 1.95 metres)
One of the biggest problems is egress windows. All bedrooms in a finished basement must have an egress window with certain minimum dimensions to allow occupants to escape in an emergency. Many older Calgary homes have small basement windows that don’t meet current code – window enlargement needs to be planned before the framing is done.
